What’s The Story With ¿ And ¡ ?
In the mid-17th century, the British priest and philosopher John Wilkins suggested using an inverted exclamation point to indicate irony. This, as you may know, never quite took off (although the internet age adopted the reverse smiley instead).
The use of reversed punctuation in Spanish did not occur until after Wilkins’ ill-fated attempt. The Real Academia Española (Royal Academy of Spain) originally proposed the use of inverted questions and exclamation marks to express future questions or exclamation points in the mid-18th century.
As with many new rules, the language was slowly adopted as standard. However, by the 20th century, upside-down punctuation had become a symbol of everyday Spanish writing. Today they are part of formal writing in Spanish (both Latin American and European) and other Iberian languages such as Galician and Catalan, although they are often omitted in short questions and exclamations and in more casual writing.
In Spanish, inverted punctuation is used to communicate clearly in written form. An upside down question mark is placed at the beginning of an interrogative sentence to indicate that a question is coming.

In English, it is clear when a question comes because the word question begins a question that asks a question. However, in Spanish the two sentences are identical. In these cases, inverted question marks were introduced into written Spanish!
